Army vows to remain non-partisan in polls


COLONEL Oscar Lactao, commander of the 303rd Brigade, assured that the Philippine Army will remain non-partisan in the slated May 2013 elections.
Lactao issued this statement after candidates for various elective positions in the province signed the peace covenant last Friday at the San Sebastian Cathedral in Bacolod City.
Lactao said the Philippine Army is also committed to ensure peace and security during the conduct of the political exercise.
There will be no favored candidates, Lactao stressed.
Earlier, contending candidates for the governorship, incumbent governor Alfredo Marañon, Jr. and his former running mate, vice governor Genaro Alvarez, led the signing of the peace covenant at the altar of the San Sebastian cathedral.
The signing of the peace covenant is the initiative of the Joint Peace Security Coordinating Council composed of the Commission on Elections, Philippine National Police and the Philippine Army.
It is geared to get the commitment of the candidates for a peaceful polls.
Only three congressional candidates were not able to affix their signatures to the peace covenant. They are Representatives Jules Ledesma (1st district), Alfredo Benitez (3rd district), and Alejandro Mirasol (5th district) who are all re-electionists.
Benitez is said to be abroad but has relayed through his staff that he will sign the peace covenant when he returns to the country.

Army chief, guv invite rebel leader to talk peace

PHILIPPINE Army chief Lieutenant General Emmanuel Bautista and Negros Occidental Governor Alfredo Marañon Jr. invited anew Ka Frank Fernandez, head of the Communist Party of the Philippines-New People's Army (CPP-NPA), to come out and sit down with a negotiating panel for a peace talk.

"I respect Ka Frank, a former priest. If given a chance, I am willing to sit down with him for possible peace talks. We are inviting him to sit down and discuss with him problems and possibly come up with a solution," Bautista said.

Bautista made the statement after he paid a courtesy call on Marañon at the governor's office Wednesday with Colonel Oscar Lactao, commanding officer of the 303rd Brigade and Major General Jose Mabanta, Commanding General of the 3rd ID. 

Baustita said that Ka Frank has been issuing statements to the media.

"I believe that he is still alive. I hope I would be given a chance to see him in person and talk peace with him," he said.

Marañon, on the other hand, emphasized that he has been extending his invitation to Ka Frank and the NPA for local peace talks.

"That has been my long standing invitation. I am very much willing to sit down with him and, if he is sick, I will bring him to be the first patient of the newly-built extension of the Teresita Jalandoni Provincial Hospital," Marañon said.

Marañon started extending his invitation to Ka Frank and the NPA for localized peace talks since his inaugural speech after he won the governorship in 2010. He has been reiterating this in his speeches during relevant occasions in the province.

Marañon, in fact, said that under his administration, the Provincial Government has been giving support to the rebel returnees by giving them livelihood projects, sources of income, jobs and scholarships for their dependent children.

There are already about 40 rebel returnees in the province under the Marañon administration and under the leadership of Lactao in the 303rd Brigade.

Bautista also bared that in as much as the government would like to pursue peace talks with the NPA, there are still obstacles hounding the peace process which he did not elaborate on.

"I hope that we can iron out problems because it is only through peace talks that we would be able to resolve the long armed conflict," he said. 

He also said more Filipinos have already realized that the long struggle should be put to an end through peaceful solutions.

"I believe that we are gaining the peace in the sense that more people realized that this has been a long struggle. That violence is not the answer. Let's give peace a chance," Bautista said. 

However, he said is it unfortunate that the rebels reply to the government's invitation by sowing violence, citing the recent encounters that claimed a number of lives of the soldiers and the rebels.

Bautista also described the peace and order in the province as gaining improvement and that, he said, he also expects more improvement in the coming days.

Marañon also described the army's performance in the province under Lactao as satisfactory.

Two top NPA leaders were already apprehended under Lactao's term, namely Romeo Nanta and Hernando Llorente.

However, the two were released from jail after they posted bail, which according to Bautista is part of the rule of law.

3,000 to join peace march in Cauayan Thursday


ABOUT 3,000 participants are expected to join the march for peace in Cauayan town Thursday to condemn the recent ambush killing of 2nd Lieutenant Jose Angelo Esguerra of the 47th Infantry Battalion (47th IB) by suspected New People’s Army rebels.
The residents are reportedly concerned over the negative feedback about their place arising from the incident.
Based on the statement from the 303rd Brigade of the Philippine Army in the province, the March for Peace will start at 7:30 a.m. and will proceed to the Negros State College of Agriculture campus.
It will be participated in by students, women's groups, youth, farmers, members of the academe, church and military under the 47th IB.
The releasing of white balloons and doves signifying the people’s desire for peace will culminate the activity.

Only 212 NPA rebels operate in Negros Occidental


THERE are only about 212 members of New People’s Army (NPA) rebels who are still operating in Negros Occidental, a military official said Wednesday.
Colonel Oscar Lactao, 303rd Infantry Battalion commander, said in the 1980s, the number was more than 1,000. It dwindled to 500 in year 2000 and now it is only 212.
He said the defeat of the rebels not only in the province but nationwide is an irreversible thing. “It is just a matter of time, as our people become educated and our economy developed.”
He said the NPA’s downfall is a trend that is irreversible.
Lactao cited in northern area of Negros Occidental, there were about 80 to 90 NPA members.
Meanwhile, regarding the recent ambush killing of 2nd Lieutenant Jose Angelo Esquera, Lactao said he salutes the slain Army officer and considers him as a hero.
He said Esquera was assigned in Negros Occidental to assist the peace and development work of the province.
Esquera was shot and killed recently by about nine suspected NPA members at Sitio Manluy-a, Barangay Tuyom, Cauayan, while he was leading his troops to conduct peace and development work in Barangay Basak.
“Esguera doesn’t have any agenda here in Negros Occidental. He does not own land or any interest here, as he was a resident of Taguig. Yet he gave his life as the ultimate sacrifice for peace,” Lactao said.
Lactao hoped that the sacrifice of Esquera will be a seed, which will sprout into peace and development in Negros Occidental.

Army to Negrenses: Condemn armed struggle


COLONEL Oscar Lactao, commanding officer of 303rd Infantry Brigade of the Philippine Army, urged Negrenses to condemn the armed struggle being waged by the New People's Army (NPA).
Lactao made the call after the death of an army officer in an ambush allegedly staged by suspected NPA members in Cauayan.
The attack on our soldiers performing peace and development work is an attack against the poor people in hinterland communities whose lives the NPA does not want to improve, Lactao said in a press statement.
The NPA's armed struggle continues to claim lives of our own countrymen. Nobody wins in an armed struggle. Soldiers and NPA alike die. Now, another mother is weeping for the loss of a son, he added.
Around 11:45 a.m. last March 6, troops of 47th Infantry Battalion who were riding on a military vehicle while on their way to conduct Peace and
Development Works (PDW) in Barangay Basak, Cauayan, were fired upon by about nine NPAs at sitio Manluy-a, Barangay Tuyom.
2nd Lieutenant Jose Angelo Esguerra was unfortunately hit. He was brought to Kabankalan Doctors Hospital but was declared dead on arrival by the attending physician.
Army troops conducted pursuit operations on the NPAs that fled immediately after perpetrating the atrocity.

Group spearheads humanitarian mission


AROUND 8,000 residents who were affected by the recent earthquake in Negros Oriental benefitted from the humanitarian outreach mission conducted by the Church-Military Advisory Group–Negros (CMAG–N) Friday last week.
The outreach mission was held in Barangay Pacuan, La Libertad, Negros Oriental, according to Captain Leo Christopher Cunanan, Civil Military Operations officer of the 303rd Brigade.
About 4,600 families from 15 interior barangays in the municipality of La Libertad received food packs and used clothing consisting of eight truckloads that were delivered in Barangay Pacuan.
The relief goods were turned over to the Saint Vincent Quasi Parish under Rev. Fr. Winli Guadalupe, who facilitated the distribution with the assistance of the parish youth organization.
The bulk of relief goods came from ABS-CBN Bacolod’s “Bantay Bata 163” through the initiative of Caryl Diamante and their partnership with several organizations in Bacolod City. Other relief items were donated by kind-hearted individuals, various groups, and local government officials from all over island of Negros.
Aside from the relief assistance, various free medical services, to include dental and other kinds of services and medicines, were availed of by the thousands of people that flocked in Barangay Pacuan.
The medical services were provided by 19 volunteer doctors and 31 nurses from Bacolod and Dumaguete, while the other health services were provided by the Dental Officer and civic action teams of 302nd and 303rd Brigades, the Rural Health Unit of La Libertad and other volunteers.
About 1,000 children brought by their parents were entertained by the parlor games facilitated by policemen from the Negros Occidental Police Provincial Office and soldiers of the 3rd CMO Battalion. Toys were also distributed to these children, while 20 children ages 6–10 years old were given earthquake debriefing in order to ease their trauma.
Rural folks that went to the venue of the humanitarian mission also enjoyed the mongo soup feeding availed of by about 1,200 individuals.
The activity culminated at about 4 p.m. with another feeding of 3,000 big breads and noodles courtesy of the ABS-CBN news team.
The humanitarian mission is a pre-anniversary activity of the CMAG–N, which is celebrating its 4th year anniversary on March 8, 2012.
The theme for this year’s anniversary of CMAG–N is “Peace and Development for God’s People – Our Mission. For we are partners working together for God….. (1 Corinthians 3:9).”
The CMAG–N was created through a memorandum of understanding entered into between the Dioceses of Bacolod, Kabankalan, San Carlos and Dumaguete and the 303rd Infantry Brigade, Philippine Army on the 4th day of March, 2008 at Bacolod City.

Army eyes transfer of 3rd ID headquarters in Negros


IF THE Provincial Government’s donation of at least 50 hectares to the Philippine Army pushes through, the military eyes to transfer the headquarters of the 3rd Infantry Division (ID) to Negros.
Major General Jose Mabanta, 3rd ID commanding general, said this is one of the options being considered by the division.
He confirmed that Negros Occidental Governor Alfredo Marañon Jr. imparted to him during his courtesy call that the Provincial Government will donate 50 hectares of land in Bago for the use of the Philippine Army.
Mabanta, together with 30rd Brigade commander Colonel Oscar Lactao and Lieutenant Colonel Efren Murados, called on the governor at his office Monday.
He said the lot may also be used as a headquarters for a brigade or a battalion of the Philippine Army if the 3rd ID will not utilize it.
He said it will also take a lot of resources in transferring the 3rd ID headquarters in Negros.
Mabanta said the Philippine Army will decide on it when the donation is realized.
At present, the 3rd ID is based on a 33,000 hectares military reserve in Jamindan, Capiz..

3 Army battalions get new commanders


THREE Philippine Army battalions in Negros under the 303rd Brigade are set to have new commanders.
Today, Thursday, the 62nd Infantry Battalion will hold the installation of Lieutenant Colonel Efren Murados as its incoming commanding officer.
The battalion based in Barangay Bato, Sagay City was formerly headed by an officer-in-charge after Lieutenant Colonel John Ely Alberto was promoted to a full-fledged colonel early this year.
The installation will be administered by 3rd Infantry Division Commanding General Major General Jose Mabanta.
On Friday, the 11th Infantry Battalion based in Guihulngan, Negros Oriental will hold the turnover ceremonies between outgoing commanding officer Lieutenant Colonel Ramil Bitong and his replacement Lieutenant Colonel Wilfredo Isaac.
Bitong has completed his almost two-year stint as battalion commander.
On the other hand, the First Scout Ranger Battalion based in La Carlota City will also have a new commander on March 1, according to Colonel Oscar Lactao, 303rd Brigade commander.
Lieutenant Colonel Ariel Felicidario will be promoted to a new position in the elite force of the Philippine Army.
His successor has not been named yet.

NPA ‘supporter’ involved in 2011 robbery nabbed in Manila


ONE of the supporters of the New People’s Army (NPA) who was involved in a robbery of a fishpond in northern Negros last year was arrested in Metro Manila Thursday.
Colonel Oscar Lactao, 303rd Infantry Battalion commander, identified the suspect as Gerlo Dalogdog of Barangay Cervantes, Escalante City, Negros Occidental who was arrested in Mercedes Village, Daang Bangka, Pasig City.
Lactao said Dalogdog was arrested in a joint operation of the military and Cainta Police Station in by virtue of arrest warrant for robbery in band issued by Judge Renato Muñez of the Regional Trial Court, Branch 60, Cadiz City, Negros Occidental.
He said Dalogdog was identified as one of the suspects in the robbery of a fishpond owned by the Sarrosa family at Barangay Bolanon, Sagay City, Negros Occidental last July 16, 2011.
The perpetrators were believed to be members of the CPP-NPA under Rogelio Danoso alias Gildo and Era.
Lactao said the suspects took a baby armalite rifle, two M14 rifles, a shotgun, a caliber .22 revolver, an Icom base radio, wallets and cellular phones.
Witnesses said that Dalogdog, who was on duty as a security guard at Sarrosa Fishpond when the NPA rebels attacked the area, served as lookout of the NPA to give then signal to initiate the raid.
Lactao added that after the robbery in Sagay City, Dalogdog tried to hide until he was arrested in Metro Manila.
Meanwhile, Lactao encouraged the public not to support the activities of the NPA, warning that those who support the NPA will be treated as principal suspects in the crimes committed by the rebel group and that charges will be filed accordingly against them.

2 soldiers killed, 1 hurt in clash vs communist rebels


TWO soldiers were killed while another was wounded in an encounter with a still undetermined number of suspected New People's Army in Cadiz City on Tuesday.
Colonel Isabelo de los Reyes, spokesman of the 303rd Brigade, identified the slain soldiers as Pfc. Crispy Toledo of Pototan, Iloilo and Pfc. Nazario Benavides of Northern Samar both of the 62nd Infantry Battalion.
Slighly wounded but is reportedly in stable condition in a hospital in Bacolod City is Sgt. Alfredo Isidro.
The families of the slain soldiers were already informed of the incident, according to de los Reyes.
De los Reyes said the 62nd IB troopers were on combat operations in the vicinity of Barangay Andres Bonifacio when they encountered an undetermined number of New People’s Army (NPA) rebels that triggered a firefight.
He added that pursuit operation is ongoing against the fleeing rebels.
Scores are also believed wounded on the part of the NPA rebels due to bloodstains in the route of withdrawal.
The encounter came several days after a series of encounters between Army troops of the 47th IB and Scout Rangers and the NPA rebels in southern Negros during the weekend.
Colonel Oscar Lactao, commanding officer of the 303rd Brigade, said one NPA rebel identified as Donald Ligidligid was killed.
In a visit to the area of the encounter in Sipalay City last Monday, Lactao said they received information that another NPA was killed in the ensuing encounters and three more were wounded.
In Bombo Radyo interview, a certain Frankie, one of the residents of Barangay Andres Bonifacio, claimed that before the encounter, he saw about 15 members of NPA in the area armed with long and short firearms.
He said NPA rebels have seen in the area for almost a month already.

Army, Sipalay officials address insurgency


THE Philippine Army and the local government of Sipalay City, Negros Occidental, together with officials of Barangay Camindangan, held a meeting Monday to address the insurgency problem in said barangay, which is reputedly home to many New People's Army (NPA) rebels.
Colonel Oscar Lactao, 303rd Infantry Brigade commander, Sipalay City Councilor Dionilo Bogtae and Barangay Camindangan chief Elir Borres spearheaded the meeting at the Sipalay City Hall.
The meeting was held after a member of the NPA was killed last Friday in Sipalay City.
Lactao said they are willing to help the local government of Sipalay address the insurgency problem at Barangay Camindangan and discourage its constituents from joining the rebel group.
Donald Ligid-Ligid alias Dutay, 24, of Sitio Malipayon, Barangay Camindangan, was killed in an encounter last Friday at Sitio Mag-asawang Bukid, Barangay Camindangan.
Lactao said government troops under the 47th IB encountered about 39 NPA rebels believed to be under Bernard Alvarez alias Macky and Renel Celleon alias Kumpol of South West Front (SWF) at Sitio Mag-asawang Bukid.
Government troops recovered a 12-gauge Mossberg shotgun with five live ammunitions, two military backpacks, five civilian backpacks, ten jungle hammocks, ponchos, medical kits, cellular phone with three batteries, subversive documents, wallet, kitchen utensils, personal belongings and food stuffs, he said.
Lactao added that they received a report that, aside Ligid-Ligid, three of his companions were also injured and one of them also reportedly died.
Lactao appealed to the people of Camindangan to bring down their wounded for medical treatment in a hospital.
They will not be harmed. They should not be afraid and just face the law, he assured the rebels and their families.
Bogtae said they need the cooperation of the people of Camindangan to have a peaceful life. He also encouraged the leaders of the NPA to abandon armed struggle.
He said the City Government also gives assistance to the family of Ligid-Ligid.
