Philippine Air Force earmarks P15-M fund for FA-50PH jet spare parts

The Philippine Air Force (PAF), through its Bids and Awards Committee, is allocating the sum of PHP15,289,000 for the acquisition of spares and components needed for the maintenance of its Mach 1.5 capable FA-50PH "Fighting Eagle" jet aircraft.

The submission and opening of bids is scheduled on March 13, 9 a.m. at the PAF Procurement Center Conference Room, Villamor Air Base, Pasay City.

"All particulars relative to Eligibility Statement and Screening, Bid Security, Performance Security, Pre-Bidding Conference/s, Evaluation of Bids, Post-Qualification and Award of Contract shall be governed by the pertinent provisions of RA 9184 and its Implementing Rules and Regulations (IRR)," PAF BAC chair Brig. Gen. Erickson Gloria said in a post at the Philippine Government Electronic Procurement System website.

 Philippine Army to recruit 6,100 troops this year

The Philippine Army (PA) on Monday announced that it is opening 6,100 slots in line with efforts to strengthen its field units.

"The Army recently approved the opening of 3,600 annual regular quota and an additional 2,500 for 2018. There is now a total of 6,100 slots opened. Out of the total number of recruits, 5 percent is allocated for female recruits and another 5 percent from the indigenous peoples," PA spokesperson Lt. Col. Louie Villanueva said.

He added that additional recruits will be filling up the troop requirements for the conceptualized activation of 10 new Infantry Battalions and one Scout Ranger Battalion.

"As of today, seven out of the 10 Infantry Battalions and the Scout Ranger Battalion have already been activated. These additional Army units aim to further strengthen the Army’s capability in addressing the various threats, particularly terrorism besetting the country," Villanueva pointed out.

The recruitment is now on-going and the training will start not later than June 2018. Interested applicants may visit the Army recruitment centers located in Cagayan De Oro City, Cebu City, and Fort Bonifacio, Taguig City. Also, interested individuals may also browse the PA website or visit the nearest Army base in their respective localities for inquiries and other details.

Scout Rangers who fought in siege of Zamboanga City honored

An Army junior officer received on Tuesday the third highest medal for combat for leading the assault against hundreds of members of the Moro National Liberation Front in Zamboanga City last September.

Captain Rolly Joaquin led this year’s awardees at the Scout Ranger’s 63rd anniversary held at the First Scout Ranger Regiment located at Camp Tecson in Bulacan.

The Gold Cross Medal comes the third highest award after Medal of Valor and Distinguished Conduct Star.

The Scout Rangers are part of military’s elite forces. They specialize in anti-guerrilla warfare.

Joaquin was the commanding officer of the First Scout Ranger Company that led the assault against the MNLF in the villages of Sta. Barbara and Sta. Catalina in Zamboanga City in September.

He sustained wounds from the MNLF attack but Joaquin chose to stay with his men.

The junior officer is a member of the Philippine Military Academy Class of 2004 and finished top of the class.

In 2004, he was sacked from schooling in the United States Army Infantry School at Fort Benning in Georgia and was sent back home for alleged shoplifting. He reportedly stole a compact disc worth $12.95.

Because he was a topnotcher, he earned a study grant from the United States Military Assistance Group (JUSMAG).

He was reprimanded because of the incident and was reduced in rank in the military lineal list.

Other awardees

Another recipient of the Gold Cross Medal is First Lieutenant Patrick Futalan of the 14th Scout Ranger Company. He led his troops in a clash with communist rebels in Mati village in Tigbao, Zamboanga del Sur last January. They were able to seize a rebel encampment despite enemy fires.

The rest of the Gold Cross Medals recipients are Captain Blas Alsiyao of the Scout Ranger Training School, First Lieutenant Loui Talosig and Sergeant Marvin Etao, both of the 15th Scout Ranger Company.

Staff Sergeant Allan Ugbamin was awarded with the Bronze Cross Medal.

Military merit medals were given to Lt Col Freddie Dela Cruz, Cpt Rodrigo Babaran, Cpt Aunor Balansi, 1Lt Russel Bawat, TSg Reyland Lagunero, SSg Reynaldo Esteves, SSg Jungie Cuevas, SSg Sanny Sabarre, and Cpl Michael D Binauhan.

The 1st Scout Ranger Battalion was awarded as this year’s Best Battalion, and the 2nd Scout Ranger Company as Best Company.

Cpt Paul Ramos and SSg Rehum Magno were named as Best Officer and Best Enlisted Personnel, respectively.

A Plaque of Recognition was also given to retired Major Generals Julius J Javier, Gabriel M Ledesma and Jose P Magno; retired Second Lieutenants Samuel C Jomento and Rufo B Guigue; retired Chief Master Sergeant Enrique M Pizarra, and retired Senior Master Sergeant Jose T Paet.

Zamboanga City Mayor Maria Isabelle C Salazar of Zamboanga City was also a recipient of Plaque of Recognition.

Military grad is new head of Scout Ranger unit

AN ILONGGO Philippine Military Academy Class'91 graduate was installed as the new battalion commander of an elite force of the Philippine Army deployed here in central Negros.

Lieutenant Colonel Oriel Pangcog of Iloilo City was installed on Saturday as the new commander of the 1st Scout Ranger Battalion based in La Granja, La Carlota City 

Pangcog who just completed the General Staff Course, a schooling required for an officer to become a battalion commander, started his military career as a Scout Ranger and spent his early years as a young lieutenant in Mindanao mostly in Agusan and Surigao provinces.

He said being an Ilonggo is an advantage, considering that most military officers assigned here are confronted with the problem on language barrier, especially in communicating with the local residents in the hinterlands of Negros.

Pangcog replaced Lieutenant Colonel Rodolfo Ileto who had a brief stint with the unit and has to go on GSC schooling.

Pangcog, who had a masters degree in Peace and Conflict studies which he took up at the University of Sydney in Sydney, Australia, pointed out that his unit will be extending support to the 303rd Brigade of the Philippine Army of which they are under operational control.

He envisioned the unit and its troopers to be respected by their peers but feared by the enemy of the state and at the same time will serve the Negrenses in their desire for peace.

He said he has reminded every member of the 1st Scout Ranger Battalion that, under his leadership, there should be no human rights violation.

Each member of the unit has to adhere to human rights to the rule of law and there should be no gray areas as far as these are concerned, Pangcog added.

Soldier killed in clash with leftist rebels in Agusan

DAVAO CITY, Philippines (Xinhua) - A soldier was killed yesterday afternoon when government troops clashed with suspected leftist rebels in the southern Philippines, local police said today.

The encounter happened as soldiers from the army's 14th Scout Rangers Company were patrolling at Tagmamarkay village in Tubay, a municipality in Agusan del Norte province, when they ran into 20 armed New People's Army (NPA) guerrillas around 2:50 p.m. yesterday, according to Martin Gamba, the police spokesman for the Caraga region.

The ten-minute firefight resulted in the death of a government soldier and undetermined number of casualties on the rebels' side, said Gamba.

He added that the pursuit operations against the fleeing rebels were continuing.

The 4, 000-strong NPA, armed wing of the Communist Party of the Philippines, is fighting a 43-year leftist insurgency in 60 provinces.
